Assume for the moment that Vice Adm. Albert T. Church III's theory that a "breakdown in discipline", not White House policy, explains American torture and homicide of captives in Iraq, Afghanistan, and Guantanamo. How does Admiral Church explain this "breakdown in discipline", and why is it so widespread?
