How do interrogation techniques "migrate"? It's no secret that Donald Rumsfeld approved "techniques" to torture captives or that Alberto Gonzales, John Yoo, and others provided flimsy legal cover for this, but now and then the story you tell us changes to that unit commanders didn't get clear instructions that might have halted "abuses". Are you and the Pentagon ever going to get your whitewash straight?
