According to a C.I.A. spokesperson in connection with Porter Goss's testimony to the Senate Armed Services Committee today: "The C.I.A. has always complied with the legal guidelines it received from the Department of Justice in regard to interrogation." OK, fine. What guidelines has the Justice Department provided the C.I.A. on what dates between 9/11/2001 and now? And what role did the White House play in establishing those guidelines?
