Torturer loose cannons.

I find it remarkable that loose cannons in far flung corners of the world, in different U.S. government services, not reading from a common torture play book, have all thought up independently stripping their captives naked, chaining them to floor, assaulting and degrading them sexually, and in general peforming precisely the same sadistic rituals.

That these "techniques" originated in the Oval Office is unthinkable, of course, and I apologize for even momentarily wondering if perhaps they did.
