Toll lanes do nothing to eliminate the hundreds of millions of cars crawling in not-toll lanes or the traffic clogging every city and town. Toll lanes so rich people can zip around in cars do not obviate the need for, nor do they provide, mass transportation. Truly revolutionary transportation ideas begin with human encampments designed not to require vehicular travel and connected by devices other than personal motor vehicles.
