Medicare Drug Formularies.

The problem with the Medicare Prescription Drug benefit is not that its "start" has been "confusing." It is that a plan provider can drop any drug from its formulary at any time, while a plan beneficiary whose drug has been dropped is only allowed to change to another plan during an annual election period. Even if Republicans are forced to correct this flimflam as consumers realize they've been bilked, one does not need a Ph.D. to figure out whose interests these sharpies represent.
