Wild goose chase.

Rearranging intelligence agencies is a fools errand.

George Bush blamed "bad intelligence", which was actually good intelligence, for his inaction before 9/11 and the lies he told to make himself a "war president". His exaggerated efficacy in fixing what wasn't broke is on a par with O.J.'s solemn promise to find the real killer.
