Smokers and gamblers seem to be the only citizens politicians dare to tax. But the fact that government looks to these easy targets to fund needed health and education initiatives, even as they give big earners and big corporations a pass, belies the silliness of free marketeers' assertion that civil society's taxing itself to pool its capital accomplishes nothing.
