Is Robert D. Kaplan suggesting, in "A Manhunt or a Vital War?" (10/5/2008), that oil and gas pipelines traversing Afghanistan will bestow as impressive prosperity on Afghan peasants as oil wells and oil loading facilities have on the denizens of the Niger delta?
