This scheme is to privatizing government services as intelligent design is to creationism: just another name for the same old ideological fantasy.
Government programs don't work because they are political footballs: constantly under attack, constantly underfunded by privatization ideologues who hate government and refuse to allow government to tax billionaires or collect taxes from corporations.
Anyone with hands-on expertise in delivering a government service can tell you how their particular sector needs to operate, but right-wing fundamentalists never allow it.
Go ahead. Try this stupid plan, and whatever you touch will go the way of the British rail system and every other government service that has been privatized. It is a fantasy that only makes sense in the dreams of the American and British economic Taliban.
