I guess with paramilitary-style police forces across the nation prepared to shoot if ordered to and monster databases of who talks to whom about what in place, the Republicans figure armed rebellion by the starved is impossible in the USA.
Stalin starved 7,000,000 in the Ukraine. Mao, by accident actually, starved many millions more with his Great Leap Forward.
Heck, the French starved the Vietnamese in Indochina.
Starvation is not that uncommon in history, even in modern societies, given a despotic element that is willing to do it and enough firepower to prevent the starved from fighting back.
