FDR had to trick the USA into WWII with Lend Lease, and only when Japan attacked Pearl Harbor did the American public reluctantly agree to go to war.
Something happened between then and now, and it is called cheap labor overseas, that has impelled the USA to rely ever more, domestically and internationally, on "force."
"Force" is the ultimate manifestation of American corporations' impatience with democracy, self-determination, and human rights, including those of offenders -- who are also loathed by an increasingly unempathetic public as the USA declines steadily to a latter day everyone-for-themselves banana republic.
