Authoritarian regimes deploy terrorist thugs to intimidate populations and keep them thinking about their own personal safety. This suppresses dissent by replacing big-picture thinking and big-picture action with fear about one's own personal well being.

Thugs hired to beat and kill citizens to keep fascist regimes in power are selected from pools of bullies who enjoy violence, particularly when they are armed and their victims are not and the courts provide them with impunity.

Watch any of the hundreds of videos circulating of NYPD and other American police departments brutalizing citizens and tell me this isn't true.
