If every driver enjoys reduced congestion when particular drivers pay to drive in a HOT lane, then a more equitable scheme to distribute the cost and the benefit of a HOT lane would be to raffle usage of the lane.
Any driver who wishes to buy a chance to use the lane can, and winners' transponders would be recognized as winner's for whatever the winning period is. This period would vary depending on HOT lane traffic, similarly to the way the Cato people imagine price would vary.
The advantage to allocating access this way would be that it contradicts the assumption that owning money bestows license to behave however one wishes, which is how Americans got into the transportation mess they are in.
