Abusive interrogations. A few bad apples.

Editor,
If George Bush was "shocked" by a few bad apples' abuse of captives at Abu Ghraib, why is he threatening to veto legislation that prohibits abusing captives?

And why does the Senate amendment prohibiting abuse not bar C.I.A. operatives, notorious since Vietnam for torture around the globe, from engaging in and teaching torture to dictators' thugs?
