Mr. Cuomo should be extremely careful that the property tax reform he implements in New York does not contain the egregious flaws of California's infamous Proposition 13.
Relief for elders struggling to pay property taxes and still afford to stay in their homes is humane and decent. But to allow multi-million-dollar property transfers by giant corporations to be exempted by loopholes in the law, or to cap property taxes on corporate holdings worth hundreds of millions of dollars is worse than criminal. It is cowardly, as white collar thieves hide behind their grandmothers' skirts.
