Poor substitute.

Editor,

Philanthropy is all well and good, but rational policies that properly price the benefits of doing business in the USA and fund services that are necessary to support the health and welfare of the human beings who live there will never be replaced by voluntary acts of generosity by extremely wealthy individuals.

Democracy means that everybody has a voice in public policy.

Waiting for one rich person to fund his pet projects, whatever they may be, is a poor substitute.
