The law banning consumers (but not corporations) from Chapter 11 bankruptcy protection, was not passed to "crack down on deadbeat debtors." It was passed at the behest of predatory credit card companies, most notably Citibank, who incorporate in South Dakota, where no usury laws protect consumers, push credit cards with grossly inflated limits on consumers who obviously do not have the wherewithal to manage them, and charge astronomical late fees and other charges when their victims fall behind in their payments. The credit card industry in the United States, like every other facet of big business in this country, is a criminal enterprise, corrupt to the core, and rotten in its entirety.
